I lost my iPhone and did not turn on the locator function and other tracking functions of the phone, is it possible to find out the location of the phone through a regular computer or only through a MacBook

If you did not turn on the Find My option, there is no way to find its location. It should be turned on automatically unless you manually shut it off however or chose to not turn it off when setting up the iPhone.
If you had turned the option on, then it can be tracked from the iCloud.com website on either a Mac or PC the same way. It does not have to be a Mac.
