Can 'optimised iphone storage' low videoquality be restored without iCloud? c

So, I have made many video's that were stored on my phone. Since 'optimise iphone storage' was turned on, they are saved in a low quality. They are not saved to iCloud because I had no internet access.

Now I want to transfer the videos from my phone to a harddrive, so I can delete them and have more space on my phone. Since I still don't have access to internet, I cannot sync / upload the videos on my phone to iCloud. Will the video's from my phone be low quality when I transfer them with a cable to a harddrive? Is there a way I can restore them to the original quality? (without internet)

I would be really grateful for advice on this!

Optimize Storage only reduces quality after its been uploaded to iCloud. If you have not had internet access then the video on your iPhone will be the full quality video you took.

Only once it is uploaded to iCloud and your iPhone requires storage will it it then change the quality on the local video.

When you transfer it now to a hard drive it will be the full quality video.
