Homekit shortcut -- turning off an accessory when weather predicts rain

I want to program a HomeKit Automation shortcut to check the weather, and if there will be rain, turn off my plug that controls my watering system.

This automation I wrote doesn't work -- when it rains it does "not" turn off the plug. Any idea what I'm doing wrong?

Weather Widget keeps defaulting to Cupertino. Solution? Is there any way to stop my iPad (OS 14.4.2) from constantly resetting the weather widget to Cupertino? It does it every few days. I've seen some suggestions that I use 'My Location' instead of typing in my town. The problem with that is that even though my iPad is correctly detecting my spot on the planet, it provides the weather for the next town over from where I live, and despite being only a few miles away, the weather (including outside air temperature) can be radically different there. I really enjoy having a fast way to check outside temperature and weather, but as it stands, the weather widget is completely useless to me. Invariably, I get the weather somewhere else (usually Cupertino). Is there any way to get this to stop altering my setting?

Water lock or waterproof feature missing after 10.1.1 update. I need info how to easily access I can no longer locate the water droplet icon or water lock feature. The menus have changed and this feature is missing

Do HomeKit & Integrated Sensor Apps Offload Automatically? I am thinking of purchasing a HomeKit compatible water leak detector for the basement. I am considering sensors that do not require a hub. If such a setup sits idle for a long time, would the iOS HomeKit app or the leak detector app itself offload and become useless after a period of no-leaks/no-activity?
