I can place a call manually with no problem, but if I ask Siri to place the call the call appears to be going through, then the display on my shows the call as disconnected.

To enable it, go to Settings > Siri & Search and turn on the toggle for "Call Hang Up". With this enabled, you can say "Hey Siri, Hang up" to disconnect calls.
