I had an established iCloud photos library and my previous MacBook Pro, iPad and iPhone were linked to it. I have a new MacBook Pro and am struggling to get the photo app to connect to iCloud library.

Yes, and I went back and now believe that I had done things out of order originally. I had ported the previous photos.library from my previous MacBook as part of the set up and had designated that as the Photo Library before setting up iCloud photos. I could not as the option was greyed out. When I followed up on your suggestion I had eliminated that ported copy and then opened the Photos app and it wanted to identify a library ... then I could turn on iCloud photos and when I followed the steps: Designate a System Photo Library in Photos - Apple Support and was able to download the photos from the iCloud Photos library to the new MacBook. So - THANK YOU!

It may be asking you to designate the system photos library (that is the only library that syncs if you have multiple libraries). See: Designate a System Photo Library in Photos - Apple Support

Yes, I have set the iCloud settings to sync the new MacBook with iCloud photos and it has indicated "on." When I launch Photos app it wants to identify the photos library ... but not clear how to get the app in line with the iCloud sync
