Perpetual Blinking Green Light on Apple Watch SE

Suddenly the flashing green light on the back of my Apple Watch has turned on and never turns off. It is chewing up battery power (as well as being annoying). I've tried turning the watch off/on. I have placed the watch in "low power mode." Neither of those helped. I don't want to turn off the light permanently, for I know it measures heart rate, but neither do I want it on all of the time.

Thoughts?

Apple watch My apple watch keeps on ticking like a clock whenever i charge it or its away from my wrist.. Is this normal? And how to stop it?
