It is usually a billing-related issue. If your account has been disabled in the App Store and iTunes, it isn’t something that you can fix yourself. You will need to contact Apple Support. The previous screenshot show a page coming from Safari. Whether you use Safari or the Apple Support app, you will need an internet connection for chat service. Make sure you have Cellular Data turned on at Settings > Cellular > Cellular Data, and also make sure the Safari and the Support App are allowed to use the Cellular Data by having the switch on.


In any case, you can still get the issue resolved without needing the Cellular Data by calling them directly using the link that has already been supplied. The internet connection issue is unrelated to have your account disabled in the App Store/iTunes.

It appears that Cellular Data is not turned on for Safari. That problem is on your device not being able to connect to the internet. You also can tap the "Contact Apple" button to see if it will direct you to a phone call or call them yourself with the number provided in this Support Article.
