I just bought my wife a new car as a surprise only to have it ruined when Siri tells her that a new car app was downloaded to my phone. Why is this even a thing? I have tried to disable Siri in every which way. Thanks Apple /s

Sharing your Apple ID does share your information. This is why Apple has recommended for years to have each family member have their own Apple ID. You either get privacy by using separate ID's or no privacy by sharing one.

What you want (no sharing) is incompatible with the current Apple ID configuration (full sharing).
Voicemail, passwords, media and apps, photos, media playlists, messages and SMS, the ability to selectively or systemically brick associated devices, device tracking, it’s all shared when an Apple ID is shared.

Siri doesn’t report on new apps installed.
if you are sharing an Apple ID, this would be expected. When automatic downloads are enabled, all such devices also get the app, when sharing an Apple ID. Many other details can be shared too, such as voicemail.
If somebody is the Family Organizer in Family Sharing, or has access to a shared email account where Apple purchase receipts are sent, they can potentially get app-related notifications that way, too.
