If you requested Apple delete an account it’s permanent and cannot be used for an account again. How to delete your Apple ID account - Apple Support

No, once your Apple ID is deleted, you can't use the email address that you used with it to create a new Apple ID….”
However, if you listed deleted it from an account as a recovery email, or changed it with another email for an account wait 31 days and try once more to create a new Apple ID with it. It’s not guaranteed to work, but worth a try if you can wait.
