Why i have two folders named “Downloads” on my iPhone in Files app?

I have a question - why i have two folders named “Downloads” on my iPhone in Files app. First is with icon of Download and second is without it. Folder that has 28 objects has files, that i downloaded from Safari some time ago. But now all my files, which i save from Safari app are saving in folder where now is 0 objects. I think - maybe its because of new ios or because i bought new iPhone and on my new iphone new Download folder was created?
