2. As it Reads:

• Some video apps might not support AirPlay. If you can’t use AirPlay with a video app, check the App Store on your Apple TV to see if that app is available.
• Find out which macOS Versions and Mac Models are Compatible with AirPlay to Mac

Does the Philips TV support AirPlay 2? Apple does not list any Philips models compatible with AirPlay 2 in their support document. If it does not support AirPlay 2 then you won't be able to directly mirror the screen from the iPhone.

You may be able to use Google Cast from certain apps like Netflix or Youtube if the TV supports that though.
