Folks who bought Watches with a certain function active in the country of purchase and then later took them to a country where the function was outlawed, (Saudi Arabia) found the function disabled with the first update/upgrade in that country.
Apple gave the U.S. Series 9 and Ultra II unique model numbers. The ITC required that those Apple Watches imported to the U.S. must have the oxygen sensor disabled.
As it is the suing company was not happy that you could jail break the Apple Watch and enable the function but the ITC approved the software block.
If Apple allowed a watch first imported to the U.S. to now fully function, it would create legal issues for Apple and make it difficult for Apple to get a favorable ruling to legally re-enable the oxygen sensor.
Things like ECG have sometimes been location dependent, but that is just not approved, vs an actual prohibition by the country, such as some countries that ban FaceTime. As far as I know, if you get an Apple Watch that bans FaceTime, it does not magically work when you leave the country where it was purchased.
