How to remove messages from iCloud storage

Hello my icloud storage is full and it’s mostly messages. I did the whole “disable & delete” and the 30 days have finally passed. Yet I still have 4.3 GB of messages in iCloud. I thought after the 30 days they would be all gone? I also have a Mac where I also turned off “Messages in iCloud”. Please tell me what I am doing wrong!!

I have deleted messages such that there are very few on all devices, made sure Macs have iCloud messaging enabled, have set all devices to not keep messages beyond one year, deleted old messages, yet the iCloud amount doesn't change. iCloud Storage Old Messages, that for some reason I cannot see or download or anything, is taking up 3 GB on iCloud! I cannot figure out how to delete them either. I want to delete them to give me more storage. There is a Dismiss & Delete option that comes up, but how will that effect messages from that point on?
