MacBook OS - Screentime kicks in even though it is turned off

I don't have screen time turned on, on my iPhone 14 Pro or on my MacBook Air, when I open an application for example Safari, it blocks me with screen time alert. How do I resolve this issue?

Make sure that screen time is not turned on on all of your apple devices

If so, restart the Mac to see if the issues persist
