Are you sure there have been no purchases on that account? That message appears when an attempted payment fails. Until the amount is paid, you'll be locked out of the App/iTunes Store. After paying it, you can request a refund.

2. Change or update your Apple ID payment method - Apple Support
3. Request a refund for apps or content that you bought from Apple - Apple Support
