I have 2 iPhones (personal & work),1 iPad, and 1 Apple TV, all have the same Apple ID. Do I have to pay for the family plan to get subscriptions across all of my devices, or since they are all my personal devices with the same Apple ID can I just use the individual plane?

You can use the Individual plan.
Family plans are for multiple people with independent Apple IDs. If all your devices are using the same Apple ID, then all have access to its associated subscriptions.
