It’s already installed in the Phone app. To enable it go to Settings/Accessibility/RTT/TTY and turn on Software RTT. If you want to use a 3rd party RTT/TTY hardware device you can also enable that.

To access RTT/TTY, go to Settings>Accessibility. You can turn those settings on there.
