SCR3310 Smart Card Reader connects then disconnects

Set as a startup device, during startup my USB v3.0 SCR3310 smart card reader connects during startup, then disconnects. Once the system is up an running, I can pull my smart card and reinsert and it connects (SCR green light illuminates), then goes off and is unable to be read. I have uninstalled the driver then reinstalled the driver. I restarted the computer and nothing changed. I rebooted in safe mode (I confirmed the startup file was passed without loading the SCR), then rebooted again and it went the same path - loaded then went dark. Any ideas? This occurs on my 2017 15-inch MacBook Pro as well as my Mac Mini.
