Volume of notifications and system sounds is too loud all of a sudden on iPhone

I have an iPhone 15 Pro Max (iOS 17.4.1) All of a sudden all my notification and system sounds (like the camera sound) are extremely loud even if the volume button on the side of the phone is turned down really low.

From a similar question on 3/20/23 that we can’t reply to anymore, I found I could go to system, sounds & haptics, and make sure “change with buttons” is on. Mine was but turning it off and on fixed it…for about 5 seconds.

Even if they eventually fix this error, I really don’t understand why when I have a text notification come in super loud, hitting the volume rocker only affects my ringer. All the sounds should be at the same level. It would make things SO much easier.
