On Macs, there’s the option to tag files with different keywords/colors. It would really help with my photo organization if I could tag images on my phone in the same way, and for those tags to transfer over when I import my photos to my computer. (I use a bulk importer app.) Is there any way to do this, or do I need to use iCloud?

Keywords are really handy, especially for use in Smart Albums to collect similar pictures together. Unfortunately, neither keywords nor Smart Albums are available in Photos on the iPhone or iCloud. (What Mac calls tags, with colors, are used for files, not pictures in Photos.) While they don't show in either iPhone or iCloud, keywords that are assigned on the Mac are kept with the pictures on the iPhone and at iCloud Photos, so they transfer around with them.
I assign keywords and use Smart Albums on the Mac to help keep pictures organized. And since Smart Albums don't show on the iPhone and iPad, I copy the contents of some Smart Albums to regular albums for organization on the mobile devices.
