Unable to update my iPad

The storage that you pay for with iCloud has nothing to do with the storage space on your iPad. In a way it does, but that's to help with putting things on the cloud that you can then relieve some of the storage on your devices. However, if you don't manage that and just let it fill up with pictures and videos and things like that then the storage on your device will be used up as well. The amount of storage that you get on your device when you buy it is all the storage that you will get on the device for the life of the device. There are things you can do like moving pictures and videos and large files to the cloud so that the storage on your device can be freed up. But there is no way to get more storage on the device itself.
If you are unable to update your device because the storage is full, there is a few things you can do. You can transfer some of the large files and videos and pictures to an external storage device such as a flash drive or external hard drive either with adapters or the USB-C port depending on the port that you have on your device. The other option you can do is to plug your iPad into a computer or MAC and update it that way. This will use the storage on that computer to download the file and then transfer the installation on the device at that time. You still may run into some issues depending on the amount of storage that you have available on your device but this will save a lot of space on the device so you won't have to worry about it needing as much storage. You can also delete things such as files or apps that you don't need to free up storage space as well.
Whatever option you choose, you should really look into getting some stuff transferred off the device to free up some of the storage as it does still use this storage during regular use for things that it needs to do and when it gets full you'll start getting all sorts of issues.

iCloud+ subscription plans can be shared between devices that are signed-in to iCloud with the same AppleID. While lack of available local storage on a device can inhibit installation of an available system software update, of themselves iCloud storage plans are not a technical requirement for performing an update.
Whether or not you are able to update your iPad to a newer version of iOS/iPadOS will be dictated by the iPad model - and the currently installed version of iOS. You can find this information here:

Be aware that while an iPad may be capable of update, in some circumstances you may need to use a computer to perform the update*. To do so, you will need access to either a Windows PC (with iTunes for Windows installed - or the more recent Apple Devices App) or a Mac (with iTunes or Finder - as appropriate for the installed version of MacOS). Ensure that your installed version of iTunes has been updated to the most recent version; the essential device drivers are included.

If you have a beta profile installed, ensure this has been removed from your iPad - as, otherwise, installation of production software updates may be inhibited. This support page provides the necessary information to remove the beta from your iPad:

You should note that for your iPad to install an available update, its battery must be charged to at least 50% capacity - and/or be connected to its Power Adapter. Similarly, the iPad can only be updated over a standard WiFi connection - or be updated by a PC or Mac using iTunes or Finder - over a USB connection.

Storage
It is impossible to increase the amount of RAM or internal storage in your iPad - as this is fixed during manufacture; what you have is fixed for the life of your device. You can, however, subscribe to a higher tier of iCloud storage - but this is not a substitute for internal storage.
Upgrade to iCloud+ - Apple Support
If your internal storage is full, your only option is to better manage the storage that you have - and delete unused Apps or unneeded data.

External storage options can often help with managing limited internal storage. Depending upon your iPad model, the iPad will either have a Lightning or USB-C port - and may therefore require either an Adapter or USB hub to connect the USB Storage device.
