Try the procedure again, only after quickly pressing the volume up then volume down buttons, press and keep holding the side power button and keep holding it until the screen goes dark and keep holding it until the Apple Logo reappears. This can take several seconds.

If you couldn't put your iPhone into recovery mode, I would recommend booking your iPhone in for repair, as this might be a hardware issue: iPhone Repair & Service - Apple Support.
