Persistent and Annoying Settings Notification

On my iPad, since first investigating allowing iCloud-on-Web service via my PC, which service I temporarily allowed but then decided to decline, I’ve been getting a “persistent notification” from my iPad Settings to enable iCloud.com on the Web—WHICH I DO NOT WISH TO DO. How do I STOP this persistent, iPad Settings notification from appearing, WITHOUT having to permit access on the Web to my iCloud Account. Thank you!
