freeing up space in iCloud

A few weeks ago, I finally managed to free up a couple of gigs of space in my iCloud, after months and months and months of iCloud full warnings. And now I'm back to having 3.4MB free. I don't understand. There is nothing in any of the folders and I didn't add anything to the iCloud account (except this screenshot). Any ideas? What do I do? How do I find, and fix, whatever's causing this? Thanks.

Deleting All of iCloud:

If you wanted to, you could delete what is in iCloud Drive, and keep a copy of it. Then, trash what is not needed. You would then search through what was downloaded using the Search Bar at the top-right corner of the Finder window of the Hard Drive.
