Lost/Stolen Phone- No other device is signed in to ID, Can't sign in because can't get verification code (sent to missing phone)

My son's phone was lost on 21st birthday (crappy day in general). We can't log into his apple id in order to ping it because all verification codes are sent to that phone.

Ideas?

You don't need the verification code to find it in Find My....


To sign in to iCloud.com/find, you don't need to enter a verification code — so you can use Find Devices, even if your trusted device is lost or stolen.


If you're asked to enter a verification code after signing in with your Apple ID and password, instead select the Find Devices button.
