My icloud account is associated with a different gmail address and I do not use the iCloud email address at all, I would like to delete it because I only get junk emails and scams sent to that address. Is there a way to permanently delete that email address?

Deleting iCloud eMail Account:
No. Once created, the iCloud email address stays there. That is something you would have agreed to, upon opening an Apple Account. So, setup filters and rules. See here: Set Up Rules to Filter eMail in Mail on iCloud.com - Apple Support
