How to get Frequently Visited option to work on iPad

I have the Frequently Visited option checked on Safari on iPad Pro - but it never populates.

How to I get it to work?

Does not work on my iPhone pro either - only on my MacBook Pro.

Senior Tech at Apple says use bookmarks instead ?!?
