Cannot disable “require password for free downloads” or “require password” in “Media and Purchases.”

They are all grayed out.

Are they locked by parental controls? If so, why doesn’t it say in small letters “locked by parental controls” or “locked by screen time restrictions”?

When you have Screen Time set to Always Require Password for purchases, all items will be greyed out and you do not see any message about restrictions. The location to allow changing those options is Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Don't Require.

You don't always get a restriction message for every possible setting in Screen Time, but if something is greyed out preventing you from changing it, then Screen Time is the first place to look.
