Problems with Safari Downloading even after clearing cache

Safarai stopped downloading. I cleared cache, cookies, and history and it worked and then stopped again. What can I do besides switching to Chrome? Chrome works fine. I tried to uninstall In Translator thinking it might be the problem. It will not allow me to uninstall. Please someone guide me with solutions. I would prefer to continue using Safari.

safari problem!! I can't open safari no more.. when i try to open it appear a window where there's a lot of " informatic language" that says there's a problem and a report will send to apple, but nothing is change from weeks😭
