My app switcher no longer slides up onto the screen when swiping up, it just opens. Also when I try to swipe up to close the switcher it moves the apps sideways instead of closing. Tapping the open screen around the apps closes the switcher. What setting will restore the original switcher function?

And what’s wrong with that? Tapping the screen to close it is easier than swiping up. And it makes it less likely you will force-close an app that you didn’t mean to.
If you really think it should be different you can let Apple know, but I think this is an overall improvement in the user experience.
