Return the ipad and get your money back, the ipad is useless you ran into icloud activation lock which can only be removed with the previous owners information.

Sorry, but you will never be able to use the device unless the original owner provides their assistance. Don't fall for any of the stupid scams that claim they can unlock it. You will just find yourself paying them for a service they cannot do.

You may want to consider that the device was stolen and the seller does not remember the credentials because it was not theirs. If the seller was not the original owner, then the original owner can still track the device and knows exactly where it is at.
