Macbook 16 inch M3pro not outputting more than 30hz through USBC

Hi community,

I've hooked up my MacBook Pro 16 inch to a usb-c monitor and for some reason it will not output more than 30hz.

This is the hardware that I am using:

• MacBook Pro 16 inch M3pro
• Belkin connect thunderbolt 4 usb-c cable
• Samsung M7 monitor

The weird thing is that with my previous M1 13 inch MacBook Pro the same setup worked fine!

I've also added a screenshot (in dutch sorry).
