iPhone 13 Camera stuck after update to 17.4.1

I update my daugthers iPhone 13 to iOS 17.4.1 lately, since that time anything you do with photos gets stuck.

When you open the camera it works a short time and then gets a black screen or stuck.

When you want to disable icloud sync for photos, the settings app gets stuck.

When you try to access the photo gallery the app gets stuck.

What we tried already:

Factory reset, restore backup.

Factory reset, just logon no restore.

Also tried reset settings.
