Apple News jumping around

I’m seeing that people have been reporting this problem for over a year. Other than Refresh Background Apps, I’ve not seen any answers, and it seems to have only worked for some. This is my first use of this forum, but it seems weird that Apple would let this problem go on for so long. If you take it to a repair place, can they fix it?

Thank you, Wheelienick, for your quick response. I followed your instructions, and, so far, it seems to have fixed it. So, “force restart” is different from shut down and restart? I have always shut down by holding down the volume up and right side button at the same time, then turned it back on by holding down the right button. Are the two methods used for different results? Thanks again.
