I am on a Macbook Pro, with 2.4GHz 8-Core Intel Core i9 with 64G2667 MHz DDR4 memory Running Sonoma 14.4.1. The internal storage capacity is 1TB and 602.06 GB is being used by the System Data storage. I need to purge this, but I have no controls available to do so. (There is no "Manage" button, no Setup or controls available.)

It isn't some set aside storage. It entirely could be your files which can be easily replaced from the cloud or application installers that can be re-downloaded. Purgeable doesn't mean unused and unnecessary. It means the data can be purged because it can be recreated if needed. Local Time Machine snapshots are a good example of purgeable space. They are useful, but not necessary.
