Installed app now showing under Screen Time > Allowed Apps

I downloaded an app on my child’s ipad 10th gen, but when I go to Screen Time to set up restrictions and parental controls, the app I purchased isn’t list under Allowed App. Yes, I have restarted my device. Yes, the app is still installed. Yes, the iOS is updated. Please help ASAP, as this is the opposite of helpful parental controls that Apple boasts having. This is so I can use this iPad specifically for my child’s speech assistive device and it is imperative this is fixed.
