Is there a way to remove a photo from the Library but still show up in Albums? I tried to 'hide' a photo in the library but it also hid it in the Album.

If you are using iCloud Photos and do not need the Shared iCloud Photos Library for sharing your photos with others, you use the Shared iCloud Photos Library to separate the photos already in albums from the photos that are still needing attention.
Move the photos you have already organized in albums to the Shared Library and keep the photos that still need organising in your personal library. You can easily switch between the personal library, the shared library, or view both of them together. The photos will remain in their albums when you move them to the Shared Library.
This will work well, if you are already using iCloud Photos and do not need the Shared iCloud Photos Library for sharing your photos with others.
If you delete a photo from the Library it is also deleted from all Albums that it is in. The Library is designed to show all photos.
Note that this doesn't take more storage space. There is only one photo stored and it is displayed in multiple places.
