Is it normal to be prompted for another device passcode when signing into my iCloud account?
While setting up security for my iCloud account, I was asked for my iPad log-in code. is this normal?

Where were you setting up your iCloud security exactly?
If this was under the Settings App on your iPad, then its fine. The passcode is used to encrypt or decrypt certain data on your device which may be required by the iCloud process.
