Can Apple ID be used for Apple Pay?

No, funds in an Apple ID Account can only be used for purchases with Apple. This includes Apple App Store, iTunes Store, etc. It’s a safer alternative than carrying a physical card with hundreds if dollars on it. If lost, those monies are gone forever.
