After I turn off cellular data for certain app, the app can still use the data

As title. Right now I am using iPhone 15 pro max and ios 17.4.1. I only want to use certain apps with WiFi but the app can still use data after I turn it off. This problem appeared in about 2 weeks and makes me confused. Is there any solution to help me? 😭
