Images not loading in text messages

Images are not loading in text messages. They appear in the format "FileName".HEIC etc.... When I send images the other person receives a blank box.

I've tried the following:

Restarting,

Clearing Storage,

Downloading latest IOS,

Turning on and off wifi

Please help.
