How to set default focus when switching between desktops

When using macos, I have two monitors, m1 and m2. I open google chrome on both of them. On m2 I have two desktops, d21 and d22. I open Google Chrome tabs on both m1 and d21. When i am switching from d22 to d21 (usually with ctrl <-), I found my focus always on the Google Chrome tab on m1. How can I make the focus on d21 by default?
