Unable to use my two-factor number to sign into my Apple ID on my new iPhone

I bought new iphone and want to login my Apple ID but he said evertime "This phone Number cannot be used at this time. Please try again later or choose a different number". When I go for to create new Apple ID same thing show against new phone number, even if i go for recovery then also same error show.. i am really stucked between these things.
