Data and Privacy download of Photos incomplete

I have 1.6 TB of iCloud storage used by Photos which I'm trying to download via Apple's Data and Privacy website. Problem is that the export only gives me 9.33 GB and places them in 140 files that are <1 MB each for download.

Something is broken. Anyone else have this issue and know how to resolve?
