How to clear Apple ID balance to change region

Hi, could you reset my Apple ID account? I would like to change region, but I am being asked to spend my balance. My balance is 0.05 cents and I have no way to buy anything with this money

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
