How to enable Location Sharing on iPhone for parents

Mya son’s iPhone is unable to provide my wife and I location sharing. The buttons are disabled/grey and cannot be clicked in either location setting or find my iPhone. We are part of a family group which I am the organizer and his age limit is 12
