Problem syncing music on iphone SE (3rd Gen) using itunes

I use itunes to organize my song collection which is stored on my PC (not interested in icloud).

I have songs on my iphone which are listed but are not there ("this song is not synced across your devices") and cannot figure out how to add them so they will play as part of the Playlists which there are a part of.

Please help.
