After migration documents and desktop files no longer on computer

The desktop files, (which also had a 110+GB directory in it) and documents were stored on the computer (Macbook Pro) and in the iCloud. After using the Migration Assistant to set up a new computer (Macbook M2) many files in those directories are now only in the iCloud, both on the old and on the new computer. These files are large, my internet connection is slow, so the question is: are the files that now only seem to be in the cloud and only seem to download to the computer by clicking on them still somewhere on the old computer?
