I have a 720p project, and want to change it to 1920p.
The reason why I'm not starting from scratch is that many elements (fonts, windows...) are already positioned correctly, and I want to keep their relative positions.

Make a new project that's 1080. Copy the contents of the original project and paste it into the new project. The default behavior is to scale the content to fit. Try that to start, if that doesn't work correctly because of some element you have, try making a compound clip of the entire original project and place that in a 1080 project.

Would "Modify" (button in Inspector) be an alternative?

"Modify" should work as well.
You could make a snapshot, just be safe (the same safety is accrued by making a copy in the method that Tom suggested).
So it's the same thing!
(for safety I always work with a copy anyways)
