iCloud is stuck, trying to upload/download some files

Essentially, iCloud is causing a process called fileproviderd to run, which freezes my computer whenever I try to access files from my Mac. I've tried various solutions like uninstalling VPNs and other security software, reinstalling MacOS, and booting in safe mode, but nothing has worked. I'm thinking about moving all my files to a new user since the issue seems to be limited to my main account. However, I'm worried it might reoccur since the problem seems to stem from files stored in iCloud.

What would you suggest I do? Should I go ahead and transfer everything to a new user and hope it resolves the issue?

(I'm running 14.4.1 on a M2 Pro Mbp)
